NOTE 1: On February 15, 2017, the United States House of Representatives passed a resolution of disapproval (H.J. Res. 42) of the rule under the Congressional Review Act (5 U.S.C. 801 et seq.). The United States Senate passed the resolution on March 14, 2017. The resolution was signed into law as Public Law No. 115-17 on March 31, 2017.
