UI Benefit Operations State Self-Assessment Tool
In Training and Employment Notice (TEN) No.8-14, ETA announced its plans to reengineer the processes used for UI benefits program accountability. The TEN, issued on September 2, 2014, articulates ETA's goals for this initiative which include:
- Developing a suite of accountability processes focused on operational capacity in addition to accuracy and timeliness of UI benefit payments
- Recognizing both Federal and State Capacity for effective monitoring and oversight in developing these accountability processes
- Ensuring that the UI program is administered by states with a focus on both accountability and integrity
TEN No. 03-15 provides an update on the project's implementation progress. A significant feature of the accountability reengineering framework is a new process for independent state self-assessment of operational practices within the various functional and program areas of UI benefit operations.
STATE SELF-ASSESSMENT TOOL
A new state self-assessment tool has been developed which is intended to be used by states to evaluate their benefit operations and processes on a continuous basis. Specific questions have been developed for the major UI program and functional areas to be used by states to conduct the self-assessment.
FEATURES OF THE STATE SELF-ASSESSMENT TOOL
- Separate sets of questions for major program and functional areas within state UI benefits operations
- A set of global instructions describing the overall use of the tool and sets of instructions for each of the identified program and functional areas
- A Resource Tracker to assist the state self-assessment reviewer in verifying the responses to questions
INSTRUCTIONS FOR SUBMITTING THE COMPLETED STATE SELF-ASSESSMENT TOOLS
Reviewers should download a copy of each functional and program area set of questions for their use in conducting the review. Once a functional or program area of the self-assessment is concluded, reviewers should upload the responses of the completed self-assessment area for transmittal to ETA by emailing the completed PDF to UI.SelfAssessment@dol.gov Please copy your ETA Regional Office on the email.
ETA encourages states to submit the results for each functional or program area of the self-assessment when the set of questions for each area is completed. However, April 15, 2019 is the final date to submit all completed self-assessments. Further, beginning in 2020, results for all 15 functional and program areas must be submitted annually by April 15.
