These data are a good measure of the number of workers with significant attachment to the labor force who have been recently laid off. an initial claim is filed by a worker at the beginning of an unemployment spell and is designed to provide information to the unemployment office about the claimant and his/her employment history in order to determine if the claimant is eligible for unemployment insurance benefits.
