First Payment Time Lapse (Benefits Group) Number of days elapsed from week-ending date of the first compensable week in BY to date payment is mailed or offset applied. Universe of 1st full and partial payments from 9050 report; one aggregate measure including intra- and interstate for Reg. UI + UCFE + UCX. 1. % within 14/21 days

Nonmonetary Determinations Time Lapse (Benefits Group) Number of days elapsed from date of detection of any issue potentially affecting claimant benefit rights to date of the determination (9052 report). 1. % of Separation Determinations within X days
2. % of Nonseparation Determinations within Y days
Workgroup to define X, Y; explore feasibility of a single combined measure.
Nonmonetary Determination Quality (Benefits Group) Application of QPI instrument to samples of determinations (same universe as 9052 report), summing scores for various items (9056 report). Percent of all determinations with passing scores (>80 points)--all programs, sep and nonsep combined
Lower Authority Appeals Time Lapse (Appeals Group) Number of days from date of request for hearing to date of decision (9054 report). 1. % of decisions within 30 days

Timeliness of New Status Determinations (Tax Group) Number of days from last day of the quarter (QED) in which liability occurred to date of determination (581 report). 1. % of determinations made within 90 days of QED

New Status Determinations Accuracy (Tax Group) Accuracy of New Status Determinations from an annual acceptance sample drawn from all new status determinations. Workgroup will review and set criteria for underlying level of accuracy (now 95%), size of acceptance sample (now 60) and maximum number of errors allowed in the sample (now 2).
Timeliness of Transfer from Clearing Account to Trust Fund (Tax Group) Average number of days funds are on deposit in the Clearing Account before transfer to Trust Fund (8414 report). Number of days funds are on deposit in the Clearing Account
