Quality Control (QC) in Unemployment insurance (UI) |
Purpose. To inform SESAs of major QC design elements and implementation strategy.
References. UIPL 19-84
Background. UIPL 19-84 announced the development of the QC program and requested ideas from States on the design and structure of QC. The UIPL indicated, there would be further communications with the States and that ETA would seek State involvement throughout the design and implementation of QC.
Subsequent to issuance of the UIPL a number of design and implementation issues were identified. Policy recommendations with respect to these issues form the framework for phasing-in QC in the States. The attached paper describes the actions taken to initiate the QC program and the policy recommendations. This paper provides a good overview of the UI QC program and outlines Federal-State roles in its processes.
Next Steps. From these policy recommendations the Unemployment Insurance Service (UIS) has developed a work plan of QC design and implementation activities extending into fiscal year 1985. UIS will be seeking SESA assistance with upcoming work activities and has already begun to involve SESA staff in designing the ADP architecture for QC, the-data collection instrument, revenue and pre-check procedures. In late September, ETA held multi regional meetings with SESA Administrators and UI Directors to solicit their input into the design of QC and their ideas for integrating QC information with other UI program information tools and indicators.
