Workforce Investment Act (WIA): Joint Issuance by the Assistant Secretary for Employment and Training and the Assistant Secretary and Commissioner for Rehabilitation Services regarding State Workforce Investment Board |
Purpose. To distribute the joint issuance signed by the Assistant Secretary for the Employment and Training Administration; the Assistant Secretary of the Office of Special Education and Rehabilitative Services; and the Commissioner of the Rehabilitation Services Administration.
Background. The Rehabilitation Services Administration (RSA), which is within the Office of Special Education and Rehabilitative Services (OSERS), U.S. Department of Education, and the Employment and Training Administration (ETA) have been meeting to identify opportunities where collaboration between ETA and RSA would result in improved services as States and local areas implement the Workforce Investment Act of 1998. Staff from OSERS and ETA are working together to foster a productive partnership between the One-Stop service delivery system and Vocational Rehabilitation at the State and local levels.
The joint issuance provides clarification regarding representation of the Vocational Rehabilitation program on the State Workforce Investment Board and, as appropriate, an alternative entity to the State Board. ETA and OSERS will continue working together to develop regulatory and State planning guidance language that reflects this consensus.
Action Required. Please distribute the attached issuance to appropriate officials within the State.
