Questions and Answers on the ET Handbook No. 406 (ETA 9002 and VETS 200 Reports and Specifications) |
Purpose. To provide state workforce agencies with additional information, in a question and answer format, on aspects of the new Labor Exchange Performance Measures, the proposed Veterans' Employment and Training Service (VETS) measures and the revised ETA 9002 and VETS 200 data collection and reporting system.

Background.
In the May 31, 2001, Federal Register, the Department announced establishment of final performance measures
for the public labor exchange administered as part of the One-Stop delivery system of the states. On April
3, 2002, the Office of Management and Budget approved revisions to the ET Handbook No. 406 (OMB Control
No. 1205-0240) containing the report forms, definitions and data specifications for the ETA 9002 and VETS
200 reports. The Handbook is approved through April 30, 2005. And on April 23, 2002, the Veterans'
Employment and Training Service published in the Federal Register a set of performance measures, effective
on July 1, 2002, on public labor exchange services to veterans.
To assist states in their reporting obligations on the new labor exchange and VETS performance measures,
we have developed a set of Questions and Answers to clarify aspects of the revised reporting
instructions--such as the intent of the "registration year" and the "rolling four quarter" concept.
The Questions and Answers are intended to communicate supplemental information on the revised Handbook
and its application in collecting and reporting services and outcome data. Attached to this TEGL are
the Questions and Answers, which are also available on the Internet at
oui.doleta.gov.
Action Required. State workforce agencies shall distribute this guidance letter to appropriate state and local staff.
