SUBJECT	:	Publication of Advance Notice of Proposed Rulemaking for UI Quality Control

1. Purpose. To apprise Regional, Offices and SESAs of the publication of an Advance Notice of Proposed Rulemaking for UI Quality Control.

2. References. UIPL 19-84 and UI Information Bulletin (QC-1).

3. Background. UIPL 19-84 described the approach that ETA is taking to the development of a Quality Control Program for UI and sought State ideas concerning the design and structure of QC. Consistent with this overall approach, an Advance Notice of Proposed Rulemaking was published in the Federal Register on September 26, 1984, to notify interested parties of ETA's intentions to establish a permanent Quality Control Program for UI, and to invite the submission of any written comments by October 26, 1984. To expedite distribution of this notice to the States, copies of this Information Bulletin are being sent directly to both State Administrators and UI Directors under separate cover. Copies for regional distribution are attached.
