Administrative Finance Initiative (AFI) Status |
Background. UIS Information Bulletin No. 9-94, dated April 13, 1994, provided the most recent AFI calendar reflecting a one-year delay in the Report to Congress. The purpose of the delay was to give the Unemployment Insurance Service (UIS) and the States adequate time for more analysis and more discussions on the proposed new system.
Status. Since that time, the terms of the administrative financing debate have shifted. The Administration and the Congress are now discussing the restructuring of the reemployment system, which could also affect the UI program.
Therefore, UIS has again requested a delay in delivering the report to Congress. This delay will enable UIS to shape its administrative financing proposal to fit the outcome of the ongoing broader discussion. After anticipated Congressional action this session, UIS will be able to reassess the situation at that time and will notify Congress and the States of the revised AFI schedule.
