Quarterly Highlights: Charts 2 and 3 - New Employer Determinations
and Reactivations

The trend lines shown below on Chart 2 show performance improvement. States are making more determinations within the desired 90 day timeframe in recent quarters than they did in earlier quarters. Note that the number of determinations (workload), as shown in Chart 3 below, is trending downward. Noticeably fewer determinations were made in 2003 than were made in earlier years. The total of 185,404 status determinations reported by the states in 4Q2003 was the lowest number of determinations for any of the quarters displayed on Chart 3. A comparison of quarters for the same time period on the two charts suggests that the number of determinations made within the 90 and 180 day timeframes usually improves with a decline in the number of determinations and usually declines with an increase in the number of determinations. Predictably, the data and charts suggest that workload does affect timeliness.
