Revised ET Handbook No. 407, 3rd Edition

 

  1. Purpose. To advise State Employment Security Agencies (SESAs) that the new Tax Performance System (TPS) Operations Handbook, ET No. 407, 3rd Edition will be available on the Office of Workforce Security (OWS) public web site effective February 14, 2001. The web site is located at http://www.workforcesecurity.doleta.gov and https://oui.doleta.gov.

  2. References. Unemployment Insurance Program Letter (UIPL) No. 41-95, ET Handbook No. 407, Manual Transmittal Letter No. 1471, UIPL No. 6-96, and UIPL No. 06-97.

  3. Background. ET Handbook No. 407, which was originally published in 1996, contains many changes. This December 2000 edition of ET Handbook No. 407 incorporates all the changes and also refers to the program as the Tax Performance System, or TPS, as announced in UIPL No. 41-95. The TPS program was formerly known as Revenue Quality Control.

  4. Handbook Updates. Revised ET Handbook No. 407 will be available for download at http://www.workforcesecurity.doleta.gov as well as https://oui.doleta.gov , following the paths: 1) Unemployment, 2) Documents and Document Management System, and 3) Handbooks.

    Hard copies of revised ET Handbook No. 407, 3rd Edition are available upon request to the Regional Office (RO).

    This new edition contains modified instructions in Chapter II, General Procedures (page II-35) on case replacement in the Acceptance Sample section operating procedures and modified text in Chapter VI (page VI-73) to ensure consistency with similar questions in other sections of the Handbook.

  5. Action Required. SESA Administrators are requested to distribute this directive to the State TPS reviewers and appropriate tax staff.

  6. Handbook Maintenance. Remove and destroy ET Handbook 407 2nd Edition and changes 1 through 8. Replace with the new 3rd Edition.

  7. Inquiries. Address all inquiries and requests to the appropriate RO.
