SUBJECT: Revised ET Handbook No. 401, Unemployment Insurance Reports Handbook

1.Purpose. To transmit a new edition of ET Handbook No. 401, Unemployment Insurance (UI) Reports Handbook including clarified language and some revisions.

2.Background. The second edition of Handbook 401 was originally published in 1993 and now contains 22 changes. The handbook has become ragged from use in the States. Some State staff report not receiving all changes. This third edition will assure that all changes are incorporated for all users. This edition has also been reformatted to make it more readable.

3.Changes to the ETA 2112, Unemployment Insurance Financial Transaction Summary. Both distribution and amortization of Title IX (Reed Act) Funds are now being reported. An item has been added to show income tax withholding. And finally, reimbursable benefit payment categories have been opened for the Unemployment Trust Fund (UTF) Account for Combined Wage Claim reimbursements within the UTF.

4.Clarification. While instructions were not changed, clarified language was added to a number of reports. Most changes were small,but the reports below should be specifically reviewed.

a)ETA 207, Nonmonetary Determinations Activity Report, ETA 9052, Nonmonetary Detection Time Lapse, Detection Date, and ETA 9053, Nonmonetary Determination Time Lapse, Affected Date Language has been clarified to assure consistency.

b)ETA 218, Benefit Rights and Experience. Language was clarified for non-reportable monetary redeterminations.

c)ETA 5130, Benefit Appeals Report. Language was clarified for dispositions.

d)ETA 9048, Worker Profiling and Reemployment Services Activity. Language has been added to clarify the definition of Number Exempted from Mandatory Participation.

Please note that some reporting instructions may have a date at the bottom of the page that is later than the 5/2000 release date of this edition. In these cases, the date shown is for the effective date of new instructions.

5.OMB Approval. These reporting instructions have been approved under the Paperwork Reduction Act of 1980, under the following OMB numbers with current expiration dates:

6.Action Required. Destroy the second edition of ET Handbook No. 401 including changes 1 through 22, and replace with the attached.
