  1. Content. Revised Chapters I and VII, and the following substitute pages:

Changes. This release incorporates changes issued in Field Memorandum No. 59-95, "Streamlining of Unemployment Insurance (UI) Benefits Quality Control (BQC) Regional Office (RO) Monitoring", and makes further changes and reductions to RO monitoring based on the OMB approved change of the program from Benefits Quality Control (BQC) to Benefit Accuracy Measurement (BAM).

  3. Effective Date.   new changes which further reduce the minimum level of Regional Office case monitoring requirements to 40 cases per year were effective as of January 1, 1997.

  4. Distribution. In addition to the distribution of these revisions of ET Handbook No. 396 to the Regional Offices, information copies are provided to the SESAs.

  5. Action Required. Regional QC monitoring should adhere to the guidance and requirements included in the 3rd Edition of ET Handbook No. 396, Change 1.
