Content. 3rd Edition of ET Handbook No. 396.
Changes. The changes in this edition include the removal of the requirement to submit forms QC-6, QC-7 and QC-8 with quarterly reports, reference to the availability to Regional Offices of the use of the automated system to support Regional monitoring and reporting, the establishment of cut-off dates for timely input of Regional monitoring findings into the automated system, instruction for monitoring the use of alternative investigative methodologies, a change in instructions for identifying coding exceptions, changes in Regional monitoring workload requirements, and a number of minor clarifications, corrections and editorial changes. These changes are consistent with the provisions of ET Handbook No. 395, 2nd Edition, Change 2, dated January 1993 and Change 3, dated June 1993.
Distribution. In addition to distribution of ET Handbook No. 396 to the Regional Offices, information copies are provided to the SESAs.
Effective Date. In accord with UIS work dump agreements, the changes which reduce the Regional Office workload requirements are effective as of January 1, 1994. The Methods and Procedures Review to be conducted during the first quarter of 1994 for each State is only required in the areas of Written Procedures and Forms in order to review changes anticipated due to the implementation of alternative investigative methodologies during 1993. Beginning in 1995, a Methods and Procedures Review of each State must be conducted bi-annually. Regional Offices should conduct reviews in half of their States each year.
Action Required. Regional QC monitoring should adhere to the guidance and requirements included in the 3rd Edition of ET Handbook No. 396.
