Eligibility Review and Reemployment Assistance Programs for UI Claimants


  1. Purpose. To assist SESAs in establishing sound eligibility review processes in the Unemployment Insurance program and reemployment assistance in the employment service.

  2. References: 

  3. Background. In late CY '75, State, regional and national office administrative staff recognized the need for improving the quality in the unemployment insurance claims process and for reinstituting sound reemployment assistance practices in the employment service for unemployment insurance claimants. The heavy workloads during CYs '74 and '75 resulted in the deterioration of the eligibility review and reemployment assistance processes. As an initial effort to reinstitute quality practices in the employment security system, ETA issued GAL 13-75.

    Responses from several States and regions to GAL 13-75 indicated the need for more specific direction in the areas of eligibility review and reemployment assistance. ETA developed basic guidelines for establishing a system that requires the full cooperation and coordination of State unemployment insurance (UI), employment service (ES), and support staff; Labor Market Information (LMI), Research & Analysis (R&A), and Automatic Data Processing (ADP).

    The employment security system has utilized several approaches to eligibility review and reemployment assistance, such as, the Periodic Interview (PI), Service to Claimants (STC), and the Comprehensive Model (COMO) programs. Due to changing program goals, the previous approaches have not totally served program needs. ETA took the validated aspects of each of the past approaches and developed the program described below.

  4. Program Summary. The eligibility review and reemployment assistance programs designed by ETA furnish guidance to SESAs in claimant eligibility review and reemployment assistance.

    Claimants are first classified as to their attachment to the labor market and their prospects for reemployment. This classification takes into account appropriate docents, e.g., the new claim form, the report of separation, an eligibility review form, and the condition of the current local labor market.

    1. Based on the classification, one of the following actions is taken with respect to each claimant:

        (1)  Claimants may be referred to the ES for placement or other service,

        (2)  they may be scheduled for an in-depth eligibility interview,

        (3)  they may be referred to the adjudication unit for factfinding, or,

        (4)  their records may be flagged for future review.

    2. Early review in the claim series, serves several purposes:

        (1)  It saves the time of UI and ES Specialists by promptly identifying the services needed by individual claimants, as discussed in Attachment 1, "Eligibility Review Program Activities" under "screening, classification and disposition";

        (2)  it conserves benefit funds through early identification of those claimants unduly restricting their availability; and,

        (3)  it assures that job-ready claimants receive maximum exposure to available jobs by the ES.

    Success of the eligibility review and reemployment assistance programs depends upon the prompt establishment of the relationship between the claimant's individual characteristics and the condition of the current, local labor market. Such action requires three ingredients: (1) The Eligibility Review form that encourages claimants to record information that bears directly on reemployment prospects. Attachment II is a sample suggesting format and content; (2) readily available and usable job search and labor market information; and (3) a trained claims' staff that is capable of relating (1) and (2) above to determine SESA and claimant needs in each individual case.

    The underlying instrument that ties all the program parts together is a systematically, updated, written record of all SESA contacts with the claimant. This record, the "Eligibility Review Form" contains information relating to eligibility and availability furnished by and to the claimant, instructions and advice on reemployment that is given to the claimant, and the results of the claimant's job search efforts.

  5. Coordination between SESA Components.  Operation of the eligibility review and reemployment assistance program requires coordination between the UI, ES and AS&T components of each SESA. The decision of the claims staff as to eligibility and labor market attachment must be based on labor market information supplied by the ES and support staff. Therefore, methods adopted by the SESA for implementing eligibility review and reemployment assistance programs will need to be developed jointly by UI, ES, Labor Market information (LMI), R&A and ADP staffs. ES-UI coordination is essential when claimants are sent to the ES for supportive services, e.g., job finding assistance, counselling and consideration for training. UI should provide ES monthly feedback of action, e.g., number and type of denied or eligible nonmonetary determinations resulting from job refusals and other eligibility information provided by ES. UI should notify ES when claimants registered with ES are no longer in active claims status. Coordination is also discussed in detail in Attachment 1.

  6. Action Required. SESA Administrators should implement the provisions of this letter upon receipt. Special emphasis should be placed on utilizing the interviewer trainers who participated in the training sessions conducted in Phoenix, Arizona, and Chicago, Illinois.
