Continuation of the Trade Adjustment Assistance (TAA) and NAFTA Transitional Adjustment Assistance (NAFTA-TAA) Programs |
Purpose. To provide State Employment Security Agencies with guidance upon the reauthorization of the Trade Act of 1974.
References. Section 5005(a) of the Emergency Supplemental Appropriations Act (Public Law 106-31), GAL 8-98 and GAL 8-98, Changes 1 and 2.
Background. On May 21, the President signed into law the 1999 Emergency Supplemental Appropriations Act (Public Law 106-31). Section 5005(a) of the Act amended the 1999 Department of Labor Appropriations Act to clarify that funds are appropriated to carry out the TAA and NAFTA-TAA programs through September 30, 1999.
Action Required. States are instructed to continue operation of the TAA and NAFTA-TAA programs through September 30, 1999. ETA will advise the States of further developments as they occur regarding reauthorization of the programs after the current September 30, 1999 sunset date.
